How to reach Kundenservice ? Telephone call impossible.

In gerrman ebay email is not provided, only tel. calls to me or from me. As I reside in Russia, telephoning will be both inconvenient and expensive to me. Requesting a call from ebay to my mobile phone is impossible as Russian numbers are not properly recognized (pops up rejection in red). There is no representative for ebay in Russia. I could not contact ebay.com either - perhaps due to today being Sunday? Normally I could. Anyway, I have an urgent matter to report and I only had to resort to "tell us what you think" link which perhaps is not proper contact. Anybody here knows a secure surefire way to communicate in writing?
