Paypal ruled PP-D-25766602 claim (item not as described) in my favor and asked to return item. However PP rules official receipt / tracking # from Russian Post as invalid since "full address does not get displayed in the respective postal tracking engine graph". In other words PP requirement does not comply with postal report standard. PP is not satisfied with report in tracking saying "item successfully handed to Erik Schulze on 28.03 in Germany". For further reference on German territory a German tracking was given and it is duly reflected as Deutsche post DEFRAA : 744433770. PP is stubborn refusing to process this all data further. I am thus robbed for 75 eur . Seller has both the returned item and my money. Any instrumental ideas from Community / experts are appreciated. I have little time and I complained to e-consumer. For PP attention I have to produce the graph with full address which I see no way to retreive.

It looks like forwarded to local custom authority in Germany.
On my own experience shipments from outside the EU are declared as delivered when they reach the local customs point of the adressee.
I can't find any delivery with this ID on German Postal Service (Deutsche Post) or German DHL (parcel / small packet).
