Buying rights restricted

Hello dear ebay community,

I am a bit new here and I would like to know why this message appeared and how to solve it so I can buy more here:

"Your purchase rights were temporarily restricted.

They may currently only buy items on your eBay basket with immediate payment at checkout. This is for all offers in the fixed price format, or with the option "Buy" the case. If you want to buy such products, click on offer simply on "Add to cart". If the option "Add to cart" is not available, look for another offer for which this option appears."
