Shipping price

I wanna buy item  it was 55,55 Eur +33,90 shiping , (it was whit offfer price option) i ofered 40 Eur + Shiping. He agreed , so when i push to pay it was 40 Eur for item +40Eur for shiping. why the shiping price was incresed if adress is the same?

The delivery charges depend on the country to which they are to be sent.

i understant that. but when you log to ebay. then ebay count a shipping price by your default address . In my case default address and shipping address is same, i live in Europe Union seller too so no addition taxes. When i order something i always see how much will shipping will cost to me. i dont understand why in this time shipping price is different.

Seller say its a Ebay "bug" i dont know if he say true. he said
shipping cost price has been changed from 01.09.2017 and that system has somehow processed the old price

can it be true that system show wrong price? and seller say correct one, or he just try compensate discount what he give me on shipping price?
