Why are allow sellers to offer bank transfer as payment method when is not safe?, who protects me?

Hi,

I have bought an item that is not really cheap and the only methos system offered by the seller is bank transfer.

Well, ebay says "it is not safe", why then ebay allows sellers to offer such a payment option, is it not leaving us unprotected?.

I asked the seller to please provide me an email address to pay via paypal that is safe and I am really looking paying it.

The seller as many of them refuses to offer me any other option and I have very clear I will never pay via bank transfer as I have been cheated already 2 times and of course nobody including ebay helped me.

Question how do I proceed with the seller now?. I am interested in the item I bought but I will not go through bank transfer, too risky and any guarantee for me as buyer. What if the seller sends me a device it is not as described? or not working at all?, what can I do then as buyer when I have paid through a "non safe" payment method.

I am pretty annoyed with the nor clear rules of Ebay and I ask to please make more clear the rules to protect buyers.

I  need a solution.
