Geo-blocking by EU Regulation 2018/302

Hello,
3rd December 2018 has been put in place EU Regulation 2018/302 GEO-BLOCKING with one of the main point "Providing different prices and conditions depending on nationality, country of residence or location of the customer."
Today I have tried to participate promotion "1EURO provision" but I have received information "Sie können an dieser Sonderaktion leider nicht teilnehmen, da sie nicht für Verkäufer in Ihrem Land gilt", basically I am not allowed to participate because of my country of residence in Luxembourg, not in Germany.
My friend could participate with country of residence in Germany.

Well, is it only me feelings this is very clear example what this regulation has to solve???

The same page and the same registration on ebay.de, not shipping charges, not additional costs for provider, so restricted only because of my location out of Germany???
