item not received

Hi,

I am new here and i don't know where to look for help.

I was bidding on turntable with the needle. When i received it, it was all filthy all covered with dust (which wasn't seen on the pictures ), it was send totally wrong (it could damage during shipping ) and also he didn't send the needle ( which was big influence on the price , because it costs 100 € ).
The seller doesn't answer on my mails...

What can i do? Can he do that?
