Andy problem for ebay's new payment system

Hi,

I bought something on ebay, when I pay it by Paypal,  it was auto rejected.

My credit card was successfully debited, but I will be prompted to return the payment after a while. Because I am not in Germany, I cannot call eBay customer service.

I paid from US, UK seller is no problem.

How can I resovle it ?
