How can I refund after long time

Hello, I have problem with stuff what I bought. 25.1.2021 I bought a stuff payid it and waiting for delivery. But after long time (more than month) I contant seller, asked him where is the problem and he told me, the post sent the package back to him.  After another long time (another more than month) he wrote me, he finally got that package (probably failure of the post) but it's too long and I want back my money (I don't want to wait another month, maybe more), but I don't have the opinion to refund. What should I do now? I can't find choice to contant ebay, how can  I do that.

The problem is that the seller had a shipping notice and that ebay thereby closed the case.
How had you paid?
If with Paypal, then you should have opened a case with Paypal and not with ebay. And you only open a case. 

You bought in the Netherlands and there I read wg. refund often nothing good, unfortunately.

You will probably have to write off the money.
