Item not received, seller not answering, cant reach e-bay support

Hello,

I have won an item, paid immediately. Seller didnt send it for 2 weeks, when he finally "did" it went to a totally wrong city according to tracking, then it was sent back to seller city and sits there still according to DHL tracking. Seller is not answering at all for weeks. Meanwhile he got a review from an other buyer with the same description. It seems he is a scam. I dont have a german number so cannot request a call from e-bay. Simply cannot find a way to get ebay's help with this....
