Problem with a seller who doesn't accept paypal option

I bought article "Minichamps 1:12 540 851292 Lotus 97T A.Senna GP Portugal 1985 4069/6194 Formel 1" from seller "carcollector92" but after almost 30 days i didn't received neither item or my money back. I opened a case, seller answered me quickly but i didn't find any solution.
Today seller has opened another case in relation with this item and Ebay closed a case in his favour.
So i am asking for Your help to solve this case.
Seller doesn't accept transactions via Paypal, but only transfer on Bank account and i am not covered by Ebay's protection. I looked at his profile and i've noticed that so many other buyers have a compliants on this seller.
He has answered me quickly, but he also didn't confirmed that a money had sat in his account.
I have also researched on internet and i found that this seller had doing this also on austrian selling site "Willhaben" under the name "Timon" in 2015 and he is banned from that site.
In my 11 years as a Ebay member, i didn't experienced such a behaviour from another member as this one.
So i am asking from Ebay following:
1. Ebay must contact this seller and ask him why he does that to other buyers ? I can't solve this problem myself alone.
2. I want my money back from Ebay, because i used Ebay's platform to buy things from other members.
3. Ebay must take something urgently with this members who not accept transactions vai Paypal but only bank transfer. Maybe ask % from summe as a insurance from them to cover eventual misunderstanding or not delivery items from sellers.
4. Ebay must ask him to answer why he doesn't accept paypal and you must ban him or me from Ebay, because i just hate thieves and scoundrels of all kinds and all kinds of wretches who use Ebay platform to steal from other members.
5. I am ready to give all the documents to prove that I paid for that item.
6. I will also report him to german and austrian police.  Maybe i've lost my money but i have to react and to prevent further attempts from that seller.

This is all from me and I am waiting for Your's response.

Hello @carukort 

It is always your decision to buy from a seller who offers no Paypal... or buy not.

It is your risk to buy without buyer protection from a seller in Austria, who ... what's more ... has no good rating.

Because of this:

EBay won't refund.

EBay will stop this seller, when his rating will be lower than now.

Try a judicial dunning procedure. A complaint won't bring back your money.
