account restricted, unable to fix

my account was restricted for reasons that are unknown to me. the small message i get when i try to bid says i should receive instructions to get my account verified via an email titled "eBay-Nutzung eingeschränkt - Anforderung von Identitätsnachweisen". but i have received no such email. i have attached the full message i get.
