A buyer has commited to buy an offer i uploaded in ebay, later the person couldn't pay and i have open a case against him, he now comply to pay but unfortunately the article developed fault, now i want to close the case and cancel the purchase so that i can have my money back from ebay because they have collected my money

It's not that simple. Even if the buyer has not paid at first, you have a valid contract.
If the item is now damaged, then you would have to provide a replacement. Try to come to an agreement with the buyer.

Contact ebay directly because you have the new payment process and without shipping and proof of shipping ebay will not give you any money.
