I have to make a refund for an item payed through Paypal. I have received the item and marked it as such, but when i klick on the "Rückerstattung an Käufer veranlassen" it opens another window where I have to repeat the request, but when this botton is activated the page just refreshes and nothing else happens. My Paypal account is operational and with a valid creditcard from wich it can draw the amount. There seem no way of contacting E-bay. Has anyone encounted the same problem?

You can contact ebay directly. The address, both for paper and e-mail, is available on the webpage. Look at the bottom of the screen (of a computer), there you will find the link.
Still: You are confusing buyer and seller. The operation you mentioned has to be done by the seller.
Which Paypal do you have? de or com?
In all countries without an own local ebay-page an account needs to be opened on ebay.com.
You ignored the ebay-rules when opening your account on ebay.de.
So:
- check if Paypal and ebay do match
- close your de-account and open a com-account
- do so on a computer, the app does not work properly.
If the basic settings are incorrect, the automatic procedures are faulty.
And: It is very arrogant from you to expect the people on a local, public forum being able to write in English. Nobody here would write in German on the co.uk or com platform.
