Changing address / country

I wanted to change my main address (ebay account), but I could'nt change the country of residence....

How should I proceed?

ebay.de, but notice... than also the language is only german:

Registrierungsland auf Deutschland zu ändern.

or you select ebay.co-uk, than the language is english

So contact the costumerservice at ebay.com and ask for register in ebay.uk or com.
