Ebay removed my listings

Hello, i have problem with selling cameras on ebay. In last year i sold many of them. But now i got message from ebay, that they removed my listings because of new policy rules. Im guessing its because of new USA rules. I Just want to understand, i cant sell any cameras on ebay or i need disable shipping to usa?

1)The e-mail said, that these rules apply to USA. also see that these cameras are being sold on eBay in Europe. The question is, do the same rules apply to European countries?

Then this applies to all cameras, because they all transmit a signal?

I really want to understand this new rule, whether cameras that transmit a signal can't be sold worldwide or just in the US.
