Ebay has refunded money ... now I cant get them back

Few weeks ago, I have sold a stuff to guy in Czech Republic. After a week he report that he didn’t received an item. So, I asked him to contact DHL and ask them what is going on. That was it ... I have sent few messages to him asking what the situation is! he never replays to my messages. Then I clicked on the case and ask eBay to step in and clarified situation. What eBay did? refund his money.
Few days later I ask buyer to confirm that he did not receive item, but he said I did!! So, I have asked him to send my money back. He ignored me, I’m trying to contact eBay but this almost impossible! What I have to do to get my money back? do I have to go to my lawyer and ask him to step in? Any ideas??
